What makes a good M&E bill of quantities

How to structure an M&E bill, the lines that always get missed, and why the assumptions register matters as much as the quantities.

An M&E bill of quantities has one job: to let someone put a price against a scope of work without gambling. Most bills fail that test, and usually the measurement isn't the problem. The structure is.

I've priced M&E tenders as a contractor and carried the consequences as a director when a bill missed something. This is what I look for in a bill I'd be willing to price from.

Every line is a promise

Every line in a bill says "this is in the price". Every gap says "this is someone's problem later", and the argument about whose problem starts after the contract is signed, which is the worst possible time. So the useful question when building a bill isn't "what's on the drawings?" It's "what will it take to deliver this scope, and which parts of that am I including?" Those are different questions, and the difference between them is where tenders get lost.

Structure: measurable, priceable, checkable

A workable M&E bill is organised so that three different people can use it without reworking it. It's organised by system first (LPHW, chilled water, ventilation, controls, electrical services) because that's how the work is specified, procured, and sub-let. Within each system it's broken down by level or zone, because that's how site measures progress and how valuations get agreed. And each line is something an estimator can rate without asking what it means: a quantity, a unit, and an unambiguous description.

The test is simple. Could procurement buy against this bill, could a QS value against it, and could an estimator price it? If any of the three would need to rebuild it first, it isn't finished.

The lines that eat margin

The plant never sinks an M&E tender. Everyone remembers the chiller. What sinks tenders are the quiet lines, and they're remarkably consistent from job to job:

  • Containment sundries: the fixings, hangers, brackets, and supports that add real cost but never appear as objects on a drawing.
  • Valve and ancillary packages: isolation, regulation, drains, air vents, gauges, and test points, the cloud of small items around every piece of plant.
  • Insulation and identification, measured off the same pipe runs everyone already counted and forgotten anyway. Labelling and valve charts likewise.
  • Condensate. Every cooling coil makes water, and somebody has to pipe it away.
  • Access panels and builder's work: holes, fire-stopping, plinths, and the panels that make a maintainable design actually maintainable.
  • Commissioning, water treatment, and testing. Flushing, dosing, balancing, and witnessing are real days of real labour, usually priced as an afterthought or not at all.
  • Attendances and logistics: offloading, distribution, protection, and access equipment beyond what the prelims provide.

None of these is exotic. They're missed because they're boring, not because they're obscure. A takeoff done by someone who has installed and delivered this work goes looking for them by habit.

The assumptions and exclusions register

The most valuable page in a good bill often has no quantities on it. Every bill I issue carries a register stating three things. First, what was measured from: drawing numbers and revisions, specification sections. Bills outlive drawing revisions, and without this nobody can tell whether the bill still matches the design. Second, what was assumed where drawings were incomplete or contradictory, and why that interpretation was taken. Third, what was excluded, explicitly rather than by silence. "Excluded: BWIC, commissioning management, out-of-hours working" is three lines that prevent three arguments.

An assumption written in the register is a clarification. The same assumption left unstated becomes a claim, a dispute, or a loss, depending on who finds it first.

Takeoff discipline

Method matters less than auditability. Measure one system at a time in one pass. Mark up as you measure, so coverage is visible and nothing gets counted twice. Keep the measurement traceable to the drawing so a checker can follow the trail. Then reconcile the finished bill against the specification index, because the drawings show what fits where but the spec says what the system must contain, and there are always items living in the spec that never appear on a drawing.

Quantities and pricing are different skills

A measured bill and a priced bill are separate deliverables, and it's worth being deliberate about the boundary between them. Measurement is systematic and delegable. It's exactly the work to take off an estimator's desk when tenders bunch up. Pricing carries the commercial judgement: rates, risk, margin, market. What connects the two is the assumptions register, because that's what lets the person pricing trust quantities they didn't measure themselves.
